By up they mean there are no longer (as many) prostitutes openly plying their trade on the street and not many drug deals going on in the alleyways. Anyone who used to go to Soho in the 80s will remember what it used to be like, it's now very tourist-friendly and safe. But as I said, there's a few sex shops still tucked away, generally around Brewer Street / Rupert Street but elsewhere too.

By do you mean and by do you imply Chlamydia?
Because light district usually means a spot to gather up prostitutes, not necessarily just some sex shops, which are much more convenient to find, and contrasting prostitutes they all have websites with a store locator on them which you might find useful.
Went to Copenhagen and asked the taxi driver to take us to the city as we hadnt booked a hotel yet. Took us to the RLD , was a pair of sex shops and prostitutes wandering roughly at 11am...

If you want to get hold of a good sex shop, go to Sh! Women's Store. It's close to Old Street.
Soho cleaned up as in no prostitutes as such on the street, except there are over 20 brothels still in action; http://sohowalkups.wikispaces.com/
