I commute 16 miles each way into London daily. You may not really need a shower as much as you believe you do, even in this weather. I turn up at work far sweatier I get the tube in than cycling. If you're quite fit you shouldn't sweat very much.
Invest in some good cycling clothing. Fast wicking lycra. This will keep you really dry, it's the major reason for wearing it. When you're riding you get quite a breeze which works in conjunction with the clothing to dry you off.
Then just get someplace to change into your suit. Baby wipes are fantastic for freshening up with no a shower. There are lots of suitable toilets for changing, not just public toilets but in pubs et al.

Paddington has showers, but I think they price pretty sizably for them.
